MINUTES

Representative Scott, Chair of the Judiciary Finance and Civil Law Committee, called the meeting to order at 10:15 AM, on ¬¬¬¬¬March 4th, 2025, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Chair Scott moved the minutes of February 27th, 2025, be approved. THE MOTION PREVAILED.


HF 550 (Torkelson): Bipartisan Redistricting Commission established, and constitutional amendment proposed.

Chair Scott moved HF 550 before the committee.

Chair Scott moved that HF 550, be re-referred to the Committee on Rules and Administration.

Testifiers:

Representative Nolan West, testified in favor of HF 550.

Tom Wiesen, resident of Mahtomedi, testified in opposition to HF 550.

Paul Huffman, Elections and Redistricting Policy Coordinator, League of Women Voters of Minnesota, testified in opposition to HF 550.

Chair Scott renewed her motion to re-referred HF 550 to the Committee on Rules and Administration. THE MOTION PREVAILED.


HF 1202 (Duran): Interagency group meetings required to be open to the public.

Chair Scott moved HF 1202 before the committee.

Representative Duran moved that HF 1202 be re-referred to the Committee on State Government Finance and Policy.


Representative Duran moved the A1 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Testifiers:

Randall Doneen, Conservation Assistance and Regulation Section Manager, Minnesota Department of Natural Resources testified in opposition to HF 1202, as amended.

Tom Johnson, Government Relations Director, Minnesota Pollution Control Agency testified in opposition to HF 1202, as amended.

Chair Scott moved that HF 1202, as amended, be laid over for consideration at a later date.

Chair Scott laid over HF 1202, as amended, to be considered at a later date.


HF 390 (Scott): Penalties and remedies available for a violation of the Government Data Practices Act extended to a violation of the Official Records Act.

Vice-Chair Hudson assumed the gavel at 11:17 AM.

Chair Scott moved HF 390 before the committee.

Chair Scott moved that HF 390 be recommended to pass and be placed on the general register.

Chair Scott moved the A1 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Rick Hellier, Minnesota resident, testified in favor of HF 390, as amended.
